Disruption of Road Haulage along Russian Borders

The Ukrainian Government has temporarily blocked Russian road freight transport from entering its territory, in response to Russia’s decision to ban Ukrainian cargo trucks from its borders after Ukrainian nationalists had apparently stopped Russian road haulage operators from reaching Belarus.

Relations between the two countries have been strained following Russia annexation of Crimea in 2014, with both countries imposing many restrictions in trade on the other. In this latest spat, Ukraine accuses Russia of violating the rules and procedures of the World Trade Organization and the bilateral intergovernmental agreement on international road transport. The Russian transport Ministry and the Ministry of infrastructure of Poland have so far been unable to negotiate the renewal of permits for transport companies by 2016. As a result, since 1 February, the Russian trucks will not be able to enter the territory of Poland, and Polish — in Russia.

It is also reported that the term of agreements for Russian carriers has expired in Turkey due to the worsening relations between the 2 countries. It is also alleged that the Ministry of Transport of Russian Federation has already submitted a proposal for new permits to Turkey.

  1. Update 19.2.2016
    Die Polnisch-Russischen Verhandlungsteilnehmer haben sich im Polnisch-Russischen Konflikt auf eine vorübergehende Lösung geeinigt. Es wird vorläufig ein Kontingent an Genehmigungen ausgegeben, das bis 15. April 2016 gilt. Folgende Zuteilung wurde vereinbart:Polen erhält:

    • 10.000 bilaterale Transport Genehmigungen
    • 10.000 Drittlands Genehmigungen


    Russland erhält:

    • 19.500 bilaterale Transport Genehmigungen
    • 500 Drittlands Genehmigungen

    Damit dürfte sich die Situation normalisieren. Der Konflikt zwischen der Ukraine und Russland bleibt von dieser Annäherung unberührt.

  2. Update 24.2.2016
    Der Austausch der Genemigungen hat bereits stattgefunden. Die Polnischen Frächter verfügen bereits physisch über die Genehmigungen, die Russischen Frächter werden ab Fr, 26.2.2016 über die Genehmigungen verfügen. In Russland kam es auf Grund der Feiertage zu Verzögerungen.
  3. Update 25.2.2016
    Die angespannte Situation zwischen der Ukraine und Russland dürfte sich verbessern. Die Transportminister beider Staaten haben sich darauf geeinigt, dass den jeweiligen Frachtführern der Transit und die Durchfahrt gewährt wird.
    Die Vereinbarung gilt ab 25.2.2016 00:00 Uhr.
    Offen bleibt aber, wie sich die „ukrainischen Nationalisten“ verhalten werden. Die Gruppe hat Durchfahrt der Russischen LKWs blockiert.
